Die Linke: Militärische Aktion gegenüber Iran ausschließen
Berlin: (hib/BOB) Deutschland soll verbindlich erklären, dass es sich nicht an einer militärischen Aktion gegen den Iran beteiligen wird. Wie aus einem Antrag der Fraktion Die Linke (17/9065) weiter hervor geht, betrifft dies auch die Einräumung von Überflugrechten. Die Bundesrepublik soll auch ihr Veto gegen eine Beteiligung der Nato einlegen. Ferner müsse die EU sich dafür einsetzen, dass die Ende Januar dieses Jahres beschlossenen, auf die iranische Öl- und Finanzwirtschaft zielenden Handelssanktionen zurückzunehmen sind. Die Bundesregierung müsse für einen Verhandlungsansatz plädieren, der aktiv iranische Sicherheitsinteressen aufgreife und Sicherheitsgarantien für Iran und Israel beinhalte. Ziel könne ein Nichtangriffsabkommen zwischen den USA, Israel und Iran sein.
Das Recht Irans auf die zivile Nutzung der Atomenergie sei nach dem Atomwaffensperrvertrag „unstrittig“. Anlass für die neuen Sanktionen sei der letzte Bericht der Internationalen Atomenergiebehörde (IAEO) vom Ende November vorigen Jahres, in dem die Wiener Behörde Vermutungen über ein möglichen Atomwaffenprogramm des Iran anstellt. „Eigene Hinweise für die Existenz eines aktuellen iranischen Atomwaffenprogramms hat die IAEO allerdings nicht“, erklärt die Linksfraktion. Sie fordert, im Gouverneursrat der IAEO eine Entscheidung herbeizuführen, nach der künftig in IAEO-Berichten keine Anschuldigungen aufgenommen werden, die ausschließlich von nationalen Geheimdiensten stammten und nicht durch eigene Befunde oder Informationen der IAEO gestützt werden.

Die Berliner Jusos wissen schon jetzt, auf wessen Seite sie sich schlagen würden, sollte es zwischen dem Iran und Israel zum Äußersten kommen.
Die Berliner Jusos sprechen sich im Gegensatz zur Mutterpartei SPD für einen Militärschlag gegen den Iran aus, um dessen nukleare Aufrüstung zu stoppen. Sollten keine anderen Mittel Erfolg haben, „um die atomare Bewaffnung des Iran zu verhindern, dann bedeutet Solidarität mit Israel gegebenenfalls die Unterstützung einer gezielten Militäraktion gegen das iranische Atomwaffenprogramm“, heißt es in einer Resolution, die am Montag die Landesdelegiertenkonferenz der SPD-Nachwuchsorganisation verabschiedete. Die Erklärung ist konfliktträchtig, da die SPD einen Luftschlag Israels ablehnt.

Noch sind es wenige Muslime, die sich in Deutschland christlich taufen lassen. Es werden jedoch immer mehr: Schätzungsweise 500 Iraner und Afghanen treten jährlich zum christlichen Glauben über. Viele von ihnen haben schon im Heimatland den Gott der Christen kennen gelernt. Wer als Angehöriger der dortigen christlichen Minderheit geboren ist, kann seine Konfession auch durchaus leben.
Anders ergeht es Muslimen, die zum Christentum konvertieren. Seit im Iran vor wenigen Jahren ein Gesetz erlassen wurde, das die Abwendung vom Propheten unter Strafe stellt, sind Konvertiten von der Todesstrafe bedroht.
“Die Reportage” folgt der Geschichte eines jungen muslimischen Paares. Es reist per Visum aus dem Iran nach Deutschland, um sich taufen zu lassen, weil ihnen dies im Iran nicht möglich ist. Nach dem Taufgottesdienst wollen sie eigentlich in ihr Heimatland zurück fliegen, zu ihrer Familie, ihren Freunden und zu ihren guten Jobs. Doch dann werden der Ingenieur und die Informatikerin gewarnt. In der Heimat wird nach ihnen gefahndet, da ihre geheime Hauskirche aufgeflogen ist. Freunde, die dort gebetet haben, sind bereits verhaftet worden. Eine Rückkehr in den Iran ist für das junge Paar somit ausgeschlossen.
Damit sie in Deutschland bleiben können, beantragen die Eheleute Asyl. Werden sie als Flüchtlinge anerkannt oder nur als Asylbewerber geduldet? Oder droht ihnen sogar die Abschiebung, weil das Bundesamt für Migranten und Flüchtlinge ihre Glaubwürdigkeit anzweifelt?

Justice for Iran: IRGC’s Cyber Crime Office Must Be Placed on the List of Human Rights Targeted Sanctions
In its latest report, “Gerdab: A dictated Scenario,” Justice for Iran highlights the role of IRGC’s Center to Investigate Organized Crime in the severe violation of the rights of Iranian citizens. The Center to Investigate Organized Crime (Cyber Crime Office), a division of the IRGC, focuses on ensuring the security of the Islamic Republic of Iran on the cyber space. Upon its establishment in 2007, the first case file the Center worked on was a project titled Gerdab (Whirlpool), during the process of which 45 individuals were arrested and imprisoned under the title of Persian porn producers. Later on, in their televised confessions, the accused confessed that they intended to attack the cultural basis of the Islamic Republic through corrupting and driving the youth from the right path as well as having political agendas against the government or Islam and receiving money from the American government to establish and produce pornographic content.
A year and half later, a number of the detainees and their relatives broke their silence about the treatments and abuses that led to their confessions. They filed complaint to official judicial authorities regarding long stretches of time spent in solitary cells, continuous and severe physical and psychological torture to obtain and record false confessions, lack of respect of the authority for the right of due process from the moment of arrest throughout the entire duration of preliminary investigation phase, and other such calamities endured by the detainees. Reifen brennen, auch Autos und Busse gehen in Flammen auf. Am Wochenende waren wieder Tausende Menschen auf der Straße, sie schimpften, manche randalierten. In mehreren Städten Pakistans ließen sie ihrer Wut freien Lauf. Denn 16 Stunden am Tag gibt es keinen Strom. An vielen Orten haben sie kein Gas, zum Kochen müssen sie Bäume fällen. Im ganzen Land stehen die Fabriken still, drei Tage die Woche, ebenso die gasbetriebenen Taxen.
Deshalb will Pakistan jetzt eine Gaspipeline bauen, die von der iranischen Grenze bis zur Stadt Nawabshah im Südosten führt. Dort soll das Gas in das landesweite Netz eingespeist und vor allem zur Stromerzeugung genutzt werden. Angedacht war das Projekt schon Mitte der neunziger Jahre, doch der akute Energiemangel hat die Planungen in den vergangenen Monaten beschleunigt.
Laut bilateralem Vertrag zwischen beiden Staaten muss die mehr als 1600 Kilometer lange und insgesamt etwa sieben Milliarden Dollar teure Pipeline Ende 2014 fertig sein. Iran hat den Bau schon begonnen, es fehlen die letzten 250 Kilometer bis zur Grenze. In Pakistan dagegen existiert die Leitung bislang nur auf dem Papier: ein 775 Kilometer langes Rohr, Durchmesser mehr als ein Meter, 350.000 Tonnen Stahl, Preis etwa 1,8 Milliarden Dollar. Gebaut ist noch nichts. Sollte die Pipeline nicht rechtzeitig fertig werden, ist Pakistan vertraglich verpflichtet, Strafzahlungen an Iran zu leisten.
“Größere Gefahr als Selbstmordanschläge”
Doch ob es je zum Bau kommt, ist fraglich. Seit Wochen drängen die USA Islamabad, auf den Import von Gas aus Iran zu verzichten. Iran ist wegen seiner angeblichen Bestrebungen, eine Atombombe zu bauen, international mit Sanktionen belegt. Und Pakistan, ein nicht ganz einfacher, aber wichtiger Anti-Terror-Partner, ist von milliardenschweren Finanzhilfen aus Washington abhängig. Unklar ist auch, wie die Pipeline finanziert werden soll. Chinesische Banken haben kürzlich abgewunken.
US-Außenministerin Hillary Clinton deutet an, auch Pakistan zu bestrafen, sollte es an dem Gasprojekt festhalten. Eine Iran-Pakistan-Pipeline sei “keine gute Idee”, betont der US-Botschafter in Islamabad. Und Clintons Sprecherin Victoria Nuland sagt: “Wir fragen die Pakistaner, ob sie wirklich glauben, dass Iran ein zuverlässiger Partner ist.” Man nehme die Energienöte Pakistans gleichwohl wahr und werde deshalb, “wie in der Vergangenheit”, an der Erschließung anderer Energiequellen arbeiten.
Ausgerechnet ein deutsches Unternehmen gerät nun zwischen die Fronten. Die Münchner Firma ILF Beratende Ingenieure hat die Leitung auf pakistanischer Seite – im Joint Venture mit einer staatlichen einheimischen Firma – geplant, sie soll jetzt die Ausschreibung für den Bau vorbereiten und anschließend die Arbeiten überwachen. In der ILF-Zentrale ist man sich der politischen Brisanz dieses Projekts bewusst, auf der Website des Unternehmens taucht es nicht auf.
Handy-Spionage-Ausrüstung: ZTE will Geschäfte mit dem Iran einschränken
Der chinesische Telekommunikationsausrüster ZTE hat ZDNet Asia informiert, dass er den Iran nur mit “Standard-Ausrüstung” beliefert. Dies nimmt Bezug auf einen Bericht der Nachrichtenagentur Reuters, der zufolge ZTE die iranische Telekom mit Überwachungssystemen für Mobilfunk, Festnetz und Internet ausgestattet hat. So konnte der Iran das von den USA angeführte Embargo umgehen.
“Unser hauptsächlicher geschäftlicher Fokus im Iran ist, Standard-Kommunikation und Netzwerklösungen für den professionellen Einsatz zu stellen, mit denen Netzbetreiber ihre Ausstattung verbessern können”, heißt es in einer Mail von ZTE. “Wir sind ein kleiner Marktteilnehmer im Iran und verkaufen dort nur die Ausrüstung, die wir anderswo auch anbieten. Künftig grenzen wir unsere geschäftliche Entwicklung im Iran ein.” Auf Nachfrage, was der letzte Satz bedeute, hieß es: “Die Einzelheiten dieses Prozesses werden derzeit überarbeitet, die Details stehen noch nicht fest.”
Reuters hatte von einem Vertrag im Wert von 98,6 Millionen Euro zwischen ZTE und der Telecommunication Company of Iran (TCI) berichtet. Er sei im Dezember 2010 unterzeichnet worden und gewähre dem Iran Zugriff auf “komplexe Technik”, um etwa Dissidenten zu überwachen – trotz der eigentlich weltweit gültigen Sanktionen. TCI hat demnach “fast ein Monopol” auf den iranischen TK-Markt und leitet einen Großteil des Internetverkehrs durch seine Netze.
Doch auch an US-Ausstattung ist der Iran noch 2011 gelangt, wie Reuters berichtet. Die Agentur verweist auf einen Lieferschein von ZTE, der vom 24. Juli dieses Jahres datiert und Produkte von Microsoft, HP, Oracle, Cisco, Dell, Juniper sowie Symantec beinhaltet. Der chinesische Hersteller fungierte demnach als Hintertür. Mehrere der betroffenen US-Hersteller haben interne Nachforschungen gestartet, um die Herkunft der Waren zu klären.

Crude exports from Iran appear to have fallen this month by around 300,000 barrels per day (bpd), or 14 percent, according to estimates from industry consultant Petrologistics and a leading European oil company. A source at a third oil company said it too had noted a decline in Iranian exports. It is the first sizeable drop in oil shipments from the OPEC producer since the European Union announced in January plans to embargo Iran’s crude from July and Washington and Brussels sanctioned Iran’s central bank.”

One of the favorite explanations many have latched onto of late is the presence of over two million displaced Afghans in Iran.
Despite the fact that most of the jobs taken by Afghans hold little appeal for Iranians, the Islamic Republic’s government, hand in hand with opportunistic business owners, has introduced an array of restrictions against resident Afghans, included prohibitions against the schooling of Afghan children, nonjudicial deportations, and refusal of official recognition of marriages between Afghans and Iranians. Tel Aviv – Etwa 1000 Menschen haben sich an der ersten grösseren Demonstration in Israel gegen einen möglichen Krieg mit dem Iran beteiligt. Die meisten Teilnehmer kamen Presseberichten zufolge aus dem linken politischen Lager.
Angeregt durch den Erfolg der Internet-Kampagne “Israel liebt Iran” trugen viele der Demonstranten am Samstagabend in Tel Aviv Plakate mit der Aufschrift “Iraner, wir lieben euch” oder – gerichtet an die Adresse von Ministerpräsident Benjamin “Bibi” Netanjahu – “Bibi, bombardiere den Iran nicht”.
Die Demonstranten hätten unter anderem die unabsehbaren Folgen eines möglichen Militärschlags gegen iranische Atomanlagen und die zu erwartenden Opfer als Gründe genannt, berichtete die Zeitung “Jerusalem Post” am Sonntag. Auch die hohen Kosten, die zulasten sozialer Leistungen gehen würden, seien gegen einen Krieg angeführt worden.
Einer Umfrage von Anfang März zufolge sind 58 Prozent der Israelis gegen einen israelischen Alleingang gegen den Iran. Netanjahu hatte wiederholt gedroht, die iranischen Atomanlagen zu bombardieren, um Teheran nicht in den Besitz von Atomwaffen gelangen zu lassen.
Die USA drängen Israel, die Wirkung von Sanktionen abzuwarten. Nur im äussersten Notfall solle militärisch gegen den Iran vorgegangen werden. Die Führung in Teheran beteuert jedoch, das Atomprogramm diene nur friedlichen Zwecken. (SDA)

Iran Propaganda Special: US Officials Spin Away from War
On Friday, Reuters published a significant article by Tabassum Zakaria and Mark Hosenball, “Intel Shows Iran Nuclear Threat Not Imminent“.
The significance, however, is not in the “Intel”: the information in the article is far from new. What is significant is that, in the battle amongst US officials to set the agenda over Iran, this information has not only resurfaced but has gained the upper hand.
For months, the analysis that “Tehran does not have a bomb, has not decided to build one, and is probably years away from having a deliverable nuclear warhead”, put forward in the 2007 National Intelligence Estimate, had been pushed aside. Instead — partly because of pressure from Congress, partly because of its own drive for tough sanctions — the Administration had used compliant reporters to put out the spectre of an imminent Iranian threat.

Habibollah Golparipour, ein Angehöriger der kurdischen Minderheit im Iran, wurde 2010 zum Tode verurteilt. Jetzt wurde er in das Semnan Gefängnis, im Norden des Iran verlegt. Seine Familie darf ihn seitdem nicht mehr besuchen. Die Hinrichtung von Habibollah Golparipour könnte unmittelbar bevorstehen.
Habibollah Golparipour wurde am 27. September 2009 festgenommen, als er sich im Nordwesten des Irans, auf dem Weg von der Stadt Mahabad nach Urmia befand. In einem Brief an den Obersten Religionsführer des Irans, der im Dezember 2010 veröffentlicht wurde, gab er an, während seines Verhörs gefoltert worden zu sein. Habibollah Golparipour war am 15. März 2010 vor der ersten Kammer des Revolutionsgerichts von Mahabad erschienen und wurde zum Tode verurteilt. Man sprach ihn wegen der Zusammenarbeit mit der „Partei für ein Freies Leben in Kurdistan“ (PJAK), einer verbotenen bewaffneten kurdischen Widerstandsgruppe, der „Feindschaft zu Gott“ (moharebeh) schuldig. Das Gerichtsverfahren dauerte nach Angaben von Habibollah Golparipour lediglich fünf Minuten. Der Schuldspruch sowie das Todesurteil gegen Habibollah Golparipour wurden am 1. August 2010 durch die 31. Kammer des Obersten Gerichtshofes und am 9. Juni 2011 nach erneuter richterlicher Überprüfung bestätigt. Laut Gerichtsunterlagen bestritt Habibollah Golparipour jede Verwicklung in bewaffnete Kämpfe, gab jedoch an, die Widerstandsgruppe PJAK finanziell unterstützt zu haben. Weiterhin hatte Habibollah Golparipour sich laut der Unterlagen dazu geäussert, wie man ihn behandelte. 1034 GMT: Sanctions Watch. Confirming the news that EA posted on Thursday, the Council of the European Union has added 17 Iranians ”responsible for serious human rights violations” to the list of individuals — now 78 in total — subject to a travel ban and an asset freeze.
The decision, endorsed in this morning’s meeting of Foreign Ministers, also banned exports of equipment and software intended for use in the monitoring or interception of internet and telephone communications by Iranian authorities.
The EU’s foreign policy representative Catherine Ashton issued a prepared statement:
The EU remains deeply concerned by the deteriorating human rights situation in Iran. We deplore the continuing increase in executions and the widespread repression of Iranian citizens, including human rights defenders, journalists and members of the opposition. We renew our calls on the Iranian authorities to live up to their international human rights obligations and to protect all fundamental freedoms to which the Iranian people are entitled.
1004 GMT: Political Prisoner Watch. More than 80 Iranian journalists have issued a statement of support for their colleague Masoud Bastani, who has been in prison for 999 days.
Bastani, arrested after the disputed Presidential election of June 2009, is serving a six-year sentence for propaganda against the government, creating unrest, and disturbing public order..
0808 GMT: Ahmadinejad Watch. Are we seeing a shrinking base of support for the President?
After Zohreh Elahian’s criticism (see 0725 GMT), former Government spokesman Gholam Hossein Elham has said that principlists “never accepted Ahmadinejad as President“, voting for him with reservations in 2005 and tolerating him with “a lump in the throat”.
0805 GMT: Political Prisoner Watch. Labour activist Gholam Reza Hosseini has been given a nine-year prison sentence for “collaborating with foreign governments”.
0725 GMT: All the President’s Men. MP Zohreh Elahian, who has been supportive of President Ahmadiejad, has put out a warning to the Government. She said the Social Security Fund needs a “professional head”, not a “problematic figure” like Saeed Mortazavi, the Presidential aide who remains under fire over his alleged involvement in the Kahrizak detention centre abuses of summer 2009.
Elahian also said impeachment proceedings against the Minister of Labor will resume on 3 April.
0705 GMT: On a morning dominated by assurances over the economy in Iranian State media, Press TV takes the award for Rosiest-Coloured Glasses:
A Chinese Foreign Ministry spokesman has defended Beijing’s decision to keep importing Iranian crude despite the US sanctions on Tehran, insisting that the move is not in breach of the UN Security Council’s resolutions.
China’s oil imports from Iran were based on the country’s economic development needs and do not violate any UN resolutions or damage the interests of third parties, Hong Lei told reporters on Thursday.
“China opposes any country imposing its domestic law on another country. We oppose the practice of saddling unilateral sanctions on a third country,” he added.
So what’s missing? Perhaps the revelation on Thursday that China’s imports of Iranian oil had fallen 45% in February.
Press TV also frames a letter from the Indian Foreign Minister to Parliament as “India to Continue Purchasing Iranian Crude Oil“. State news agency IRNA’s lead story is on the same topic.
So what’s missing? This sentence from the Foreign Minister’s statement, which points to the US-led strategy to wean countries off reliance on Tehran’s crude: “India is also trying to diversify its sources of crude oil imports.”
