IAEA: Implementation of the NPT Safeguards Agreement and relevant provisions of Security Council resolutions in the Islamic Republic of Iran

A. Introduction
1. This report of the Director General to the Board of Governors and, in parallel, to the Security
Council, is on the implementation of the NPT Safeguards Agreement1 and relevant provisions of
Security Council resolutions in the Islamic Republic of Iran (Iran).
2. The Security Council has affirmed that the steps required by the Board of Governors in its
resolutions2 are binding on Iran.3 The relevant provisions of the aforementioned Security Council
resolutions were adopted under Chapter VII of the United Nations Charter, and are mandatory, in
accordance with the terms of those resolutions.4

Sie stemmen schwere Eisenketten, hantieren mit riesigen Holztafeln und schwingen bis zu 30 Kilogramm schwere Keulen. Der Morshed, der Trommler, gibt mit wechselnden Rhythmen den Ablauf der einzelnen Bewegungen vor. Während er religiöse Verse und mystische Geschichten singt, drehen sich die Sportler blitzschnell um die eigene Achse.

“Der Sport der Helden”, wie Varzeshe Pahlavani übersetzt heißt, ist eine der ältesten Kraftsportarten der islamischen Welt. Wie seit Jahrhunderten trainieren die Männer im Iran auch heute noch im “Zoorkhaneh”, dem “Haus der Stärke”. Frauen haben hier keinen Zutritt.
Als im 13. Jahrhundert Reiterhorden aus der Mongolei nach Westen vordrangen, überrannten sie auf ihrem Kriegszug auch Persien. Um jeden Widerstand im Keim zu ersticken, verboten die Mongolen alle Arten der körperlichen Ertüchtigung. Das trieb die Perser in den Untergrund. Sie trainierten an geheimen Orten mit einfachen Hilfsmitteln wie Ketten, Keulen und Holzschilden. Dies, sagt man, sei die Geburtsstunde des Varzeshe Pahlavani.

EIL: Ausschluss ausländischer Staatsangehöriger mit humanitären Aufenthaltstiteln vom Bundeserziehungsgeld und vom Bundeselterngeld verfassungswidrig – EIL

Nach dem bis zum 31. Dezember 2006 geltenden Bundeserziehungsgeldgesetz 
in der hier maßgeblichen Fassung von 2006 (BErzGG) und dem am 1. Januar 
2007 in Kraft getretenen Bundeselterngeld- und Elternzeitgesetz (BEEG) 
ist die Gewährung von Erziehungs- bzw. Elterngeld an ausländische 
Staatsangehörige davon abhängig, über welche Art von Aufenthaltstiteln 
die Betroffenen verfügen (§ 1 Abs. 6 BErzGG und § 1 Abs. 7 BEEG). Die 
zum unbefristeten Aufenthalt berechtigende Niederlassungserlaubnis führt 
immer zur Anspruchsberechtigung. Hingegen sind die Inhaber einer 
befristeten Aufenthaltserlaubnis grundsätzlich nur dann 
anspruchsberechtigt, wenn die Aufenthaltserlaubnis zur Ausübung einer 
Erwerbstätigkeit berechtigt oder berechtigt hat. Vom Anspruch auf 
Erziehungs- oder Elterngeld auch dann grundsätzlich ausgenommen sind 
allerdings ausländische Staatsangehörige, denen der Aufenthalt aus 
völkerrechtlichen, humanitären oder politischen Gründen erlaubt ist. Für 
die Inhaber solcher humanitärer Aufenthaltserlaubnisse gilt jedoch eine 
Rückausnahmeregelung, wonach sie dann einen Anspruch auf Erziehungs- 
oder Elterngeld haben, wenn sie sich seit mindestens drei Jahren 
rechtmäßig im Bundesgebiet aufhalten und eines der in § 1 Abs. 6 Nr. 3b 
BErzGG bzw. § 1 Abs. 7 Nr. 3b BEEG genannten Merkmale der 
Arbeitsmarktintegration erfüllen, das heißt im Bezugszeitraum entweder 
im Bundesgebiet berechtigt erwerbstätig sind, Arbeitslosengeld I 
beziehen oder Elternzeit in Anspruch nehmen.

Iran, the Bolivarian Alliance for the Americas, and the Seizure of the Non-Aligned Movement

International organizations have a surprising ability to perpetuate themselves, even when they have lost their raison d’être. This phenomenon may explain the sustained survival of the Non-Aligned Movement (NAM). Founded during the Cold War with the alleged objective of establishing a body that positioned itself somewhere between Western countries and the Communist bloc, the NAM survived the East-West confrontation, becoming an umbrella under which emerging powers like India joined forces with developing democracies such as the Philippines and totalitarian regimes like North Korea. These seemingly contradictory partnerships also extended to Latin American countries, which included the Cuban dictatorship alongside democracies like Peru or Colombia. Such diversity guaranteed broad participation in the movement – up to 120 countries – but also ensured its irrelevance since such dissimilar members cannot reach a consensus on anything other than mere generalizations that do not have the ability to influence policy in the global arena.

Nevertheless, the upcoming summit of the Non-Aligned Movement is attracting considerable attention. This is not because the movement has suddenly gained internal cohesion or because the topics are less abstract (especially as the meeting’s main topic will be “Lasting Peace through Joint Global Governance.”) The significance of the summit is its location: Tehran. In fact, the summit may become a diplomatic victory for the Iranian regime, that has become an international pariah as a result of its systematic support of terrorism and its illegal pursuit of nuclear weapons. The ayatollahs are undoubtedly satisfied that Tehran, despite its illegal activities and international isolation, will host delegates from dozens of countries and several heads of state. Press freedom group calls for Mousavi’s release

Reporters Without Borders has expressed deep concern about Iranian opposition leader MirHosein Mousavi, who was hospitalized on Thursday to undergo heart surgery.

The press rights group issued a statement on Friday, writing: “The conditions of Mousavi’s house arrest have damaged his health and he must be released at once. We urge the Supreme Leader, Ayatollah Khamenei, to act quickly to avoid exposing him to further danger. We will hold Khamenei responsible for anything that happens to Mousavi or to the many other journalists who are being kept in detention despite their poor health.”

Mousavi has been under house arrest together with his wife, Zahra Rahnavard, since February of 2011. Reports from Iran indicate that Mousavi, who was taken to hospital with heart complications, underwent angiography and treatment for a blocked artery. He has now reportedly been released from the hospital and returned to house arrest.

Reporters Without Borders said: “Holding political prisoners incommunicado is tantamount to enforced disappearance and violates international law. The Iranian authorities nonetheless resort to such methods systematically with journalists and netizens.”

A number of Iranian activists have called on leaders attending the NAM Summit in Tehran to demand a visit with the two opposition leaders, MirHosein Mousavi and Mehdi Karroubi, who have been under house arrest for more than 18 months.

Part I: Israelis Squabble Over Iran

        In August 2012, Israeli officials appeared increasingly divided over the need for imminent military action against Iran because of its controversial nuclear program. Israeli decision-makers and military elites now fall into three broad camps.
        One group surrounding Prime Minister Benjamin Netanyahu has started calling for unilateral action against Iran if the United States hesitates. A second camp, personified by President Shimon Peres, is advising Israel to wait for American support. A third camp, composed of generals who fought in earlier Israeli wars, is urging caution and even questioning the government’s timetable.
        In the first camp, Netanyahu charged on Aug. 12 that the Islamic Republic’s nuclear potential “dwarfed” all other threats faced by Israel. And Michael Oren, ambassador to the United States, said on Aug. 16 that talks between Iran and the world’s six major powers had failed to produce a diplomatic deal. “We’ve come to a very critical juncture where important decisions do have to be made,” he said. ‘Free Pussy Riot’ Graffiti In Iran?

There have been protests and calls on Russia to free jailed members of the Russian feminist punk group Pussy Riot from many corners of the world. The three were sentenced to two years in prison earlier this week over their critical remarks against Russian President Vladimir Putin.

At least one appeal has also been made in Iran, if the author of a photograph creating a buzz among Iranians is to be believed, in the form of graffiti at the gate of the Russian consulate in Isfahan. Read the rest of this entry

No breakthrough in Iran-IAEA talks

The latest round of talks between the International Atomic Energy Agency and Iran ended yesterday, August 24, with no concrete results.

Herman Nackaerts, the Deputy Director General and head of the Department of Safeguards at the IAEA, reported that fundamental differences remain between Iran and the agency.

Reuters reported that Nackaerts said no plans have been made for another round of talks.

IRNA, the Iranian state media, reported, however, that Iran’s envoy to the IAEA, Ali Asghar Soltanieh, has said that some issues were resolved at Friday’s meeting. IRNA quotes Soltanieh saying that major differences still remain and, therefore, talks will have to continue.

The IAEA has been seeking access to Parchin Military Base near Tehran. Iran says, however, that Parchin is a military base and not a part of its nuclear program.

Iran: NAM Meeting to Commence on Sunday

The Non-Aligned Movement (NAM) meeting in Tehran will be commenced in expert-level on Sunday.

Iran’s Foreign Minister Spokesman Ramin Mehmanparast announced on Saturday that more than eighty countries will attend the NAM gathering in the foreign minister and higher level in the 16th NAM summit. The Nam summit agenda includes political, international, social and economic topics. Almost 50 countries will participate in the senior level including the presidents, kings and prime ministers and thirty countries in foreign minister level.

The NAM is the second greatest international body after the UN General Assembly that can have remarkable influence in international decision-making, he said.

Iran is to assume the three-year rotating presidency of NAM in Tehran’s summit, he said and expressed hope that the international movement will do the best of its ability by the innovations and measures during this time.

The security of the summit is the highest priority of the country and Iran is completely prepared to establish security, he said. Read the rest of this entry

Iran: Mousavi family kept from talking about ill opposition leader

After reports hit the media that opposition leader Mir Hosein Mousavi had undergone surgery in hospital, his brother was quoted as saying that the Mousavi family cannot give out information about his health.

The Kaleme opposition website reported today that following Mir Hosein Mousavi’s angiography procedure, his brother Mir Mahmoud Mousavi told Kaleme that the Mousavi family is not free to discuss the opposition leader’s health with the media.

He was quoted as saying that while the public had the right to know about the situation, that information cannot be disseminated through his family because security considerations have tied their hands.

Radio Farda reported today however that Ardeshir Amirarjomand, a spokesman for the Coordination Council for the Green Path of Hope has infromed them that Mousavi has already been returned to house arrest following his heart treatment.

Iranian state media have been completely silent about Mir Hosein Mousavi’s recent health complications; he had been under house arrest together with his wife, Zahra Rahnavard, since February of 2011.

Mousavi and Mehdi Karroubi, two candidates in the 2009 Iranian presidential elections, challenged the announcement of Mahmoud Ahmadinejad’s victory with allegations of vote fraud. This triggered mass protests, and led to the state targeting protesters, the two candidates and their families in a severe crackdown.

After Mousavi had endured more than 500 days under house arrest, reports from Iran yesterday indicated that he had been hospitalized under strict security measures for the treatment of heart complications.

Post-Doc Iranian Student Sentenced to 10 Years in Prison

Branch 36 of Tehran Appeals Court upheld the 10-year prison sentence of Omid Kokabi, a post-doctoral Nuclear Physics student. In May 2012, a lower court had sentenced Kokabi, accused of spying for Israel, but his family remained hopeful that the sentencing would be overruled by the appeals court.

Last April, a source close to Kokabi told the International Campaign for Human Rights in Iran that during his detention Kokabi was exposed to severe pressure for months to make false confessions. The Latest from Iran: Nuclear Talks Resume With IAEA

1944 GMT: Economy Watch. “Hard-line” MP Hossein Garrousi has offered an illuminating response to criticism of the Government for declaring a five-day holiday next week during the meeting of the Non-Aligned Movement: “Iran’s industry has been on vacation for a long time, it’s not the fault of the NAM summit.”

1936 GMT: Nuclear Watch. Talks between Iranian officials and the International Atomic Energy Agency in Vienna have not resolved outstanding issues over inspection and supervision.

BREAKING NEWS – Iran’s Opposition Leader Mir Hossein Mousavi Hospitalized As a Result of Heart Complications

ImageAugust 23rd, 2012 – According to reports by IranGreenVoice (Nedaye Sabz Azadi) Mir Hossein Mousavi, former presidential candidate during the 2009 elections and leader of the Green Movement under illegal house arrest for approximately 18 months, was transferred to a cardiac hospital in down town Tehran under extreme security measures accompanied by his wife Zahra Rahnavard.

526 days after his illegal house arrest, Mir Hossein Mousavi who was reportedly suffering from extreme chest pain was reportedly transferred this morning, Thursday August 23rd, 2012,  under extreme security measures to the Coronary Care Unit (CCU) at a cardiac hospital in central Tehran.  It has been reported that security agents arrived at the hospital the night before Mousavi’s transfer, installing security cameras  throughout the hospital.

According to the same reports the security apparatus assigned to Mir Hossein Mousavi and his wife Zahra Rahnavard at the hospital includes tens of IRGC agents, security agents and plain clothes officers.  The hospital personnel working in the unit where Mousavi has been admitted, have not been allowed to leave the building and Mousavi is said to be banned from all visitation.

It has been reported that as a result of a blocked coronary artery, Mousavi under went a three hour angiogram. Upon completion of the operation, Mousavi was transferred back to the CCU unit where he is likely to remain for a longer period of time.

In the event that Mousavi’s hospitalization is prolonged, there is speculation that he will be kept in isolation in a separate unit in the hospital. Read the rest of this entry

EIL: Release of Iranian General License C – Funds Tranfers Related to Earthquake Relief Efforts, To or For the Benefit of Persons in Iran Authorized until October 5, 2012 – EIL

The Office of Foreign Assets Control has issued Iranian General License C, which authorizes, for a 45-day period, U.S.- based non-governmental organizations to raise funds and send those funds to Iran to be used for earthquake relief efforts in response to the August 11, 2012 earthquake in northwestern Iran.

The Drama of Iran’s Erratic Rial

What are the primary reasons that the Iranian rial has lost half of its value against the U.S. dollar in just one year? Iran’s currency was valued at about 10,000 rials to the dollar in the summer of 2011. It plummeted to more than 20,000 to the dollar in the summer of 2012.

Inflation in Iran’s economy has not been this bad since the end of the Iran-Iraq War or the economic crisis of the early 1990s, which also caused high inflation. The rial’s value began to slide rapidly at the beginning of 2012 after the United States announced new sanctions above and beyond the latest U.N. sanctions. The slide was due partly to the psychology of sanctions.

In that sense, a certain percentage of the public—and their expectations–helped cause the more rapid slide. They don’t think the Central Bank can stabilize the rial in the medium term. People who have money are buying gold, dollars, and real estate to protect their wealth. Everybody is making individual decisions that are pushing the rial down because everyone is holding onto foreign currencies. Read the rest of this entry

Iran Balks at Syria’s Suspension from Islamic Conference

On August 16, the Islamic Conference Organization-–a 57-member group of Muslim countries –suspended Syria’s membership in response to the government’s clampdown on internal opposition. Iran and Algeria objected to the OIC move, although an absolute majority of members approved it. Iranian President Mahmoud Ahmadinejad and Foreign Minister Ali Akbar Salehi attended the OIC summit held in Mecca, Saudi Arabia.

Die Chemikalie ist farblos und riecht nach faulen Eiern. Sie kann Menschen zum Reden bringen oder, in hoher Dosis in die Blutbahn injiziert, sogar töten.

Ihr Name ist Thiopental – und sie ist derzeit Gegenstand eines der mysteriösesten Fälle von Medikamentenhandel in Deutschland.

Das Hauptzollamt Aachen ermittelt nach Informationen von BILD am SONNTAG derzeit gegen die Siegburger Cheminovis GmbH wegen des Verdachtes auf Verstoß gegen die europäische Anti-Folter-Verordnung (Aktenzeichen BL 10919/12-F3001).

Im März wollte der Pharmazie-Großhändler 5000 Ampullen Thiopental in den Iran senden. Doch für das berüchtigteNarkosemittel muss seit dem 21. Dezember eine Ausfuhrgenehmigung beantragt werden.

Denn es dient unter anderem als Bestandteil des Giftcocktails für Hinrichtungen durch die Giftspritze und als Hypnotikum bei Verhören, um Gefangene zum Reden zu bringen.

Eine Zollsprecherin zu BILD am SONNTAG: „Da die Ausfuhrgenehmigung fehlte, wurde die Ware sichergestellt. Das Bundeswirtschaftsministerium entscheidet nun, wie es in dem Verfahren weitergeht.“ Denn eine Ausfuhr von Thiopental ist nur dann verboten, wenn „Zweifel an einer Verwendung im Bereich der Anästhesie“ bestehen.

Und die sind gegenüber Cheminovis-Geschäftsführerin Victoria Walaschek und ihrem Mann Peter zumindest nicht auszuschließen.

Peter Walaschek war bereits im März 1987 ins Visier der US-Zollbehörden geraten. Damals hatte er bei der US-Firma Alcolac insgesamt 90 Tonnen Thiodiglycol gekauft. Die Chemikalie ist ein Vorstufenprodukt zur Herstellung von Senfgas (Lost).

Mitten im Iran-Irak-Krieg verschiffte Peter Walaschek die tödliche Ladung via Singapur in den iranischen Seehafen Bandar Abbas. Erst bei der letzten von insgesamt drei Lieferungen wurde der deutsche Chemiehändler in der amerikanischen Stadt Baltimore verhaftet.

Er kam auf Kaution frei, konnte im Dezember 1988 nach Deutschland fliehen. Das FBI suchte ihn per internationalem Haftbefehl.

Währenddessen baute sich Walaschek in Nordrhein-Westfalen ein neues Chemie- und Arzneimittelhandel-Imperium auf, ist heute an mehreren Unternehmen beteiligt.

Aus internen Akten des Bundeskriminalamts geht hervor, dass gegen Peter Walaschek alias Peter Loimi alias John Farmer alias John Stuart Boardman in den vergangenen Jahren immer wieder ermittelt wurde; unter anderem wegen Urkundenfälschung und Betrugs.

August 16th, 2012 [Kaleme] – According to reports by Kaleme, as of Thursday August 16th, 2012, 75 political  were released from Evin prison having been pardoned by the Supreme Leader of Iran. The sentences of 9 additional political prisoners were reduced.  The list includes 7 women from Evin’s Female Ward, 69 prisoners from Evin’s General Ward 350, Ghasem Sholeh Sadi, who had served his full sentence and 9 prisoners whose sentences have been reduced. Festnahmen wegen Verdachts illegaler Iran-Lieferungen

Spezialventile waren offiziell für Abnehmer in der Türkei und Aserbaidschan bestimmt

Karlsruhe – Wegen des Verdachts illegaler Lieferungen für das iranische Atomprogramm haben deutsche Behörden vier Männer festgenommen. Sie sollen in den Jahren 2010 und 2011 an der Lieferung von Spezialventilen für den Bau eines Schwerwasserreaktors im Iran mitgewirkt und dadurch gegen das Iran-Embargo verstoßen haben, teilte die Generalstaatsanwaltschaft am Mittwoch mit.

Offiziell seien die Ventile für Abnehmer in der Türkei und Aserbaidschan bestimmt gewesen. Die vier in Hamburg, Oldenburg und Weimar festgenommenen Deutschen, von denen drei auch die iranische Staatsbürgerschaft besitzen, sollen aber gewusst haben, dass es sich dabei um Tarnfirmen handelte, die die Ventile dann in den Iran weiter lieferten.

Israel geht von Vier-Wochen-Krieg gegen Iran aus

Israel konkretisiert seine Überlegungen für einen möglichen Militäranschlag gegen den Iran. Unumstritten sind die Pläne jedoch nicht. Sowohl das Militär als auch das Sicherheitskabinett sehen einen Krieg kritisch.

Jerusalem: Die israelische Regierung geht davon aus, dass ein Angriff auf die iranischen Atomanlagen in einen einmonatigen Konflikt münden würde. „Die Analysen deuten auf einen Krieg an mehreren Fronten hin, der 30 Tage dauern würde”, sagte Zivilschutz-Minister Matan Vilani der Zeitung “Maariv” (Mittwochausgabe). Er bestätigte die Einschätzung von Verteidigungsminister Ehud Barak, dass etwa 500 Israelis sterben dürften, wenn jeden Tag Hunderte Raketen auf die Städte des Landes niedergingen. „Es gibt keinen Anlass zur Hysterie”, sagte Vilani. Der Zivilschutz sei so gut vorbereitet wie nie zuvor.
Ministerpräsident Benjamin Netanjahu und Barak befürworten einem Zeitungsbericht vom Freitag zufolge einen Schlag gegen den Iran noch vor der US-Präsidentenwahl im November. Allerdings fehle beiden Politikern dazu die entscheidende Unterstützung sowohl im Militär als auch im Sicherheitskabinett.

Israel droht mit 30-Tage-Krieg

JERUSALEM – Laut israelischen Medienberichten können sich Ministerpräsident Netanjahu und Verteidigungsminister Barak derzeit einen Schlag gegen den Iran vorstellen, sogar noch vor der US-Präsidentenwahl im November. Mehr Einsatz im Iran-Konflikt erwartet Israel derweil auch von den USA.

Während der Botschafter seine Botschaft an die Obama-Regierung noch ein wenig diplomatisch verbrämte, wurde in Jerusalem der scheidende Zivilschutzminister Matan Vilnai sehr viel deutlicher. Die Regierung rechne damit, dass ein israelischer Angriff auf die iranischen Atomanlagen einen rund 30 Tage langen Krieg auslösen dürfte, in dem in Israel etwa 500 Menschen durch iranische Raketentreffer ums Leben kommen würden, sagte er der Zeitung Maariv. Die Streitkräfte seien darauf vorbereitet, an mehreren Fronten Krieg zu führen.
