With the next Iranian presidential elections approaching on June 14, 2013, the Iranian regime is diligently working to prevent a repeat of the events of 2009. In order to achieve this, much as it did in the last election, the regime relies on technology and equipment provided by Western and Asian firms. Whether it is telecommunications technology misused to restrict and monitor internet and cellphone communication, motorbikes ridden by the basij to terrorize civilians, or construction cranes used to hang dissidents, foreign firms providing such equipment must immediately end their Iran business or become willing partners in the regime’s ruthless human rights abuses.

Construction Cranes Used in Public Executions

In 2012 Iran executed at least 580 people, with 60 of these executions carried out in public. Executions and other forms of violent corporal punishment, such as public lashings, send a clear message to the Iranian people that dissent in the upcoming elections will not be permitted, on penalty of death.

The most extreme form of this intimidation is public executions. Most public executions are carried out using construction cranes of foreign manufacture. Through its Cranes Campaign, UANI has succeeded in pressing a number of foreign crane producers to responsibly end their Iran business, but a number remain, including: Atlas Cranes, Cargotec, XCMG, and Zoomlion.

Technology & Telecommunications: Censorship & Surveillance

Sensitive technology and telecommunications equipment is used to restrict and monitor Internet and cellphone communication. The movement of cellphone users can even be tracked, so regime authorities can easily locate dissidents and detain them. During periods of unrest, this is a critical tool used by the Iranian regime to control its population and maintain its iron grip on power. In the 2009 election:

• Nokia Siemens Networks technology (and that of its now divested unit Trovicor) was used to monitor and block communications by protesters.
• Ericsson and Creativity Software technology was used to track dissidents based on their cellphone location.
• On behalf of its client MTN Irancell, Huawei suspended text messaging and blocked the Internet phone service Skype.

Since the elections, the regime has also blocked public access to popular social media websites such as Facebook, Twitter, and YouTube, while Ayatollah Khamenei has self-servingly maintained his own accounts on these platforms.

Nuclear Program Tools

The Iranian regime abuses Iran’s nuclear program as a means to garner support among the population, particularly for its reckless and hegemony-seeking foreign policy. Video Surveillance Equipment

The Iranian regime misuses surveillance technology to suppress the citizens of Iran and maintain its iron grip on power. Iran’s cyber police have also required internet cafes to install 24-hour surveillance cameras in order to further restrict the freedom of Iranian internet users.

Iran is tightening control of the Internet ahead of next month’s presidential election, mindful of violent street protests that social networkers inspired last time around over claims of fraud, users and experts say.

The authorities deny such claims, but have not explained exactly why service has become slower.

Businesses, banks and even state organisations are not spared by the widespread disruption in the Internet, local media say.”The Internet is in a coma,” said the Ghanoon daily in a report in early this month.”It only happens in Iran: the election comes, the Internet goes,” it said, quoting a tweet in Farsi.

Facebook, Twitter, YouTube and numerous other sites, including thousands of Western ones, have been censored in Iran since massive street demonstrations that followed the re-election of President Mahmoud Ahmadinejad in 2009Those protests — stifled by a heavy-handed crackdown that led to numerous arrests and even deaths — were instigated online and observers say the authorities are choking the Internet to prevent a recurrence.

One DVD vendor, who sells illegal copies of Western movies downloaded online, said “you can forget about downloading stuff; the bandwidth drops every other minute.”

A network supervisor at a major Internet service provider in Tehran said his company had been unable to address complaints about slower speeds, particularly accessing pages using the HTTPS secure communications protocol.

“Browsing (the net) is difficult due to the low speed. Even checking emails is a pain,” he said.”Sometimes, loading a secure Google page takes a few long seconds,” he added. Like others interviewed for this article, he did not want to be identified for fear of retribution.

The problem is not limited to slower speeds, but also affects what people can actually access in a country whose rulers take great care in seeking to ensure that people do not see or read things deemed to be inappropriate.Earlier this month, an Iranian IT website reported that the last remaining software that enables users to bypass filters imposed on net traffic “has become practically inaccessible.”

Among such software is the virtual private network (VPN), which lets people circumvent the filtering of websites.VPN uses certain protocols to connect to servers outside Iran. In that way, the computer appears to be based in another country and bypasses the filters.

Blocking these protocols could theoretically contribute to slower speeds.Use of VPN, or its sale, is illegal in Iran on the official grounds that it is insecure and allows access to material deemed as depraved, criminal or politically offensive.Ramezanali Sobhani-Fard, head of the parliamentary communications committee, said VPN was blocked in early March, which has contributed to slowing the Internet, media reported.

He did not elaborate.

– ‘I cannot ignore the timing’ –

Authorities refuse to officially confirm the new restraints, but former officials and media reports have accused the Supreme Council of Cyberspace of ordering them.The council, set up in March 2012, is tasked with guarding Iranians from “dangers” on the Internet while enabling “a maximum utilisation of its opportunities.”

The information and communication technology (ICT) ministry did not respond to AFP requests for an interview on the issue.The complaints come as Iran prepares to elect its new president on June 14, but the authorities reject claims that there is any link with that and the current problems.

“Many parameters are involved in the Internet’s speed, but the election drawing near is not one of them,” a deputy ICT minister, Ali Hakim Javadi, said in early May.

His remarks have failed to allay concerns among an officially estimated 34 million net users out of a population of 75 million.”Even if I wanted to believe it, I cannot ignore the timing,” said Ali, a computer engineer.The disruptions are also linked to Iran’s stated plan of rolling out a national intranet that it says will be faster, more secure and clean of “inappropriate” content, observers say.

Critics say the unfinished “National Information Network” could expose Iranians to state monitoring once operational. They argue that a “National VPN” service launched in March could be a test run.

Users of the state-approved VPN service, available to select businesses reportedly at a monthly rate of 4,000,000 rials ($115, 88 euros), say it provides a relatively fast connection to select global websites.

The illegal VPN was available for as little as $50 for a full year.”You can actually get some work done with this VPN. But it is almost as if you are paying the government to spy on you,” said one business user wary that his privacy could be violated.The intranet could theoretically enable the regime to shut down the Internet at sensitive times, or effectively slow down it to a point where it is unusable.

But the authorities insist the network will co-exist with the Internet.And a Tehran-based Western diplomat, speaking on condition of anonymity, was also sceptical. ”It is unlikely that Iran would implement more restrictions, as that would render its Internet inoperable to its people, businesses and even (governmental) organisations that heavily rely on it,” said the diplomat.

The Committee specifically referred to the Baha’i community, expressing its concern that Iranian Baha’is face “widespread and entrenched discrimination, including denial of access to employment in the public sector, institutions of higher education, as well as to benefits of the pension system.” It recommended that Iran “take steps to ensure that members of the Baha’i community are protected against discrimination and exclusion in every field.”

Diane Alai, the representative of the Baha’i International Community to the United Nations in Geneva, welcomed the Committee’s findings, known as “concluding observations.” She said: “The Committee’s report highlights the extent of the persecution of Baha’is in Iran, which includes employment, education, and cultural issues.”

She noted that Committee members questioned Iranian officials during a day-long session earlier in the month, asking, among other things, why the government feels it has to recognize a particular religion at all in order to grant individuals certain rights, and why discrimination against Baha’is appears to be so pervasive.

“People are the holders of their freedom of religion, and that is not the public power of states,” said Nicolaas Schrijver, a Committee member from The Netherlands, during the 1 May session with Iranian officials.

In its report, the Committee also recommended that Iran take steps to guarantee “the unhindered access of Baha’i students to universities and vocational training institutions.”

The report also covered a wide range of other human rights violations in Iran, from concern over discrimination against women and ethnic minorities in education and employment to the lack of protection for independent trade unions.

Es ist ein kleiner Befreiungsakt. Mit dem Einsteigen ins Flugzeug zurück Richtung Europa darf das Kopftuch runter. Frau darf wieder tun, was im Iran für fünf Tage nicht erlaubt war: Haar zeigen. Das Kopftuch wurde so zum äußeren Zeichen für das Eintauchen in eine andere Welt – fernab von westlichen Konsumketten, hinein in staubige Straßen, an denen die winzigen Läden, die von Gewürzen über Plastikschuhe bis Fleischspieße alles verkaufen, eine Allee bilden. Willkommen geheißen wird man in dieser fremden Welt von vielen: Manchmal sind es nur geschminkte Augenpaare unter dem schwarzen Tschador, manchmal strahlende Kindergesichter, die einem im Chor jenes englische Wort entgegenwerfen, das die Iraner alle zu kennen scheinen: “Welcome!” Und bei einem Wort bleibt es oft nicht, denn man freut sich über Gäste, die aus einer Welt kommen, die für Iraner so fremd ist, wie die ihre den Touristen.

Der Iran, das ist nicht nur das Land, das mit Atomprogrammen und einem wütenden Ahmadinedschad Schlagzeilen macht. Es ist auch das Land der lächelnden Menschen, die sich eine poetische Seele bewahrt haben. Diese wird gespeist von den Nationaldichtern Saadi und Hafis, an deren prunkvollen Grabmälern in Shiraz Liebende auch nach 600 Jahren noch Blumen niederlegen. Und deren Verse im Heute noch präsent sind. “Hast du eine Frage in der Liebe, schlag das Buch von Hafis auf. Im ersten Gedicht wirst du eine Antwort finden”, gibt Reisebegleiter Ahmed Einblicke in den anderen Iran.

Wer nur einige Jahre zurück blickt, der erkennt, dass die Zivilluftfahrt mehr als jede andere Branche ein globalisiertes Business geworden ist. Angesichts hoher Betriebskosten sind Fluglinien gezwungen, in modernstes Gerät zu investieren, um konkurrenzfähig zu bleiben. Was vor kurzem noch zum Standarderscheinungsbild auf den Airports dieser Erde zählte ist heute rar. Dennoch gibt es nach wie vor einige wenige Länder, welche sich fliegerisch vom Rest der Welt unterscheiden, und daher für Fliegerenthusiasten ganz besonders interessant sind. Die Voraussetzungen sind oftmals dieselben – eine global nicht konforme Politik und ein anderes Gesellschaftssystem, oder aber im Falle von der ehemaligen UdSSR, eine große aeronautische Vergangenheit die ihre Spuren hinterlässt. Die drei mit Sicherheit bedeutendsten Regionen unter diesem Gesichtspunkt sind der Iran, Nordkorea und Russland. Diese Feststellung im Jahr 2013 sollte nicht darüber hinweg täuschen, dass in diesen Ländern der von Globalisierung und der weltweiten Kriese getriebene Ökonomisierungsdruck in der Zivilluftfahrt bereits mehr oder weniger stark bemerkbar ist, und die Diversität an interessanten Flugzeugen auch dort rückläufig ist. Glücklicherweise ist es mir zeitgerecht gelungen, diese Länder zu bereisen und auf schönen, lauten, alten und vor allem heute unglaublich seltenen Flugzeugen zu fliegen, und mit meiner Kamera den einen oder anderen (mehr oder weniger professionellen) Videoclip zu machen. Diese Impressionen möchte Autor Roman Maierhofer auf diesem Wege zusammen mit Austrian Wings als Videostory mit all jenen teilen, die nicht das Glück hatten, auf solch unvergesslichen Flügen Gast zu sein.

Der Weg ist das Ziel – Fliegen im Iran
Wer sich mit der fliegerischen Seite des Irans befasst, der denkt sofort an Iran Airs 747SP, an die vielen A300 classic, und auch an die letzten im Passagierdienst befindlichen B707. Kurzum, was den Charme des Iran ausmacht, sind die vielen alten Flugzeuge, die man dort auch 2013 noch im Liniendienst findet. Fliegen im Iran ist anders, ganz anders. Wir reden hier nicht von der gleichen Stadt, nicht dem Gleichen Land und nicht dem gleichen Kontinent, der fliegerische Iran ist ein anderer Planet, Lichtjahre entfernt von dem was der durchschnittliche Europäer so kennt.

Planung
Nachdem das Gerücht die Runde machte, dass Saha Airlines die letzten beiden B707 mit Ende 2013 außer Dienst stellen will, gab es keinen Grund mehr, eine Reise in den Iran aufzuschieben. Und gleich vorweg, die Entscheidung zu Reisen war das einfachste. Für den Iran benötigt man ein Visum, welches man direkt am Flughafen beantragen kann und als „upon arrival“ ausgestellt bekommt. Dass dieses erteilt wird garantiert aber niemand, und schlechte Erfahrungen überwiegen. Alternativ gibt es die Möglichkeit, eine Einladung bei einem akkreditierten iranischen Reisebüro zu ordern. Diese bekommt man per E-Mail innerhalb von 10 Tagen zugeschickt, Englisch in Wort und Schrift ist vor allem bei jungen Iranern üblich. Gesprochen wird im Iran Persisch (auch Farsi). Mit dem Ausdruck der Einladung und einem Visumsantrag bekommt man auf der Botschaft der Islamischen Republik Iran das Visum, unkompliziert und mit akzeptablen Wartezeiten innerhalb von wiederum 10 Tagen (iranische Feiertage nicht berücksichtigt). Hat man das Visum, kann man sich an die Flugplanung wagen. Und hier wird es kompliziert:

Von den ca.13 zurzeit aktiven persischen Airlines haben lediglich Iran Air, Mahan Airlines und Iran Aseman Airlines eine akzeptable oder funktionierende englische Seite. Bei Mahan kann man im Internet buchen, bei Iran Air empfiehlt sich das Stadtbüro in Wien und bei Aseman kann man lediglich den Flugplan begutachten. Aber das alles ist komplett egal, denn der Flugplan im Iran gleicht mehr einem Richtwert als einem Faktum, grundsätzlich stehen die Flüge drei Tage vor Abflug fest. Soviel zur Planung. Ich habe ca. einen Monat im Voraus aus Österreich über das Reisebüro, welches mir die Visumseinladung besorgt hat, Flüge gebucht, welche zu ca. 50% gehalten haben. Findet der gebuchte Flug nicht statt, kommt man auf eine andere Fluglinie. Bezahlen im Iran kann man nur in Cash, und nur in Rial (oder Tuman, wobei ein Tuman 10 Rial sind, sowie 1 Schilling 100 Groschen waren). Euro und Dollar nimmt niemand, und wechseln kann man nur am Flughafen Imam Khomeini. Nicht einmal Banken wechseln Fremdwährungen, aber man findet immer irgendjemanden in unter 10 Minuten der schwarz wechselt, zu besseren Konditionen als die staatlich vorgegebenen.

Allgemeines zum Fliegen im Iran
Fliegen im Iran funktioniert ganz anders als z. B. in Europa und ähnelt eher dem Bus- oder Bahnfahren bei uns, mit einem großen Unterschied: es ist viel billiger. Ticketpreise sind in Persien staatlich festgelegt und unveränderbar. Somit kostet ein Ticket für die Flugverbindung von A nach B gleich viel auf jeder Fluglinie, egal wann man bucht. Üblicherweise kostet ein Ticket für einen Inlandsflug von einer Stunde one way ca. 25 EUR inklusive Taxen. Hin und retour ist somit das Doppelte vom One- Way- Tarif. Daher kommt auch der „flexible“ Flugplan im Iran. Will man von A nach B so ist es zumindest in Teheran üblich, auf den Flughafen zu fahren, vor Ort nahzusehen, wann der nächste Flug geht, und direkt beim Check- in das Ticket Cash zu bezahlen. Die Prozesse vom Check- in bis zum Boarding sind dieselben wie in Europa auch, es wird bei der Sicherheitskontrolle lediglich komplett zwischen den Geschlechtern getrennt. Iraner reisen mit sehr wenig Handgepäck, was gut ist, denn die Flüge sind in der Regel alle voll. In den Flugzeugen kommt auf jede Sitzmöglichkeit ein Passagier, dies inkludiert alle Jump Seats. Fotografieren und Filmen am Flughafen ist strengstens untersagt und empfiehlt sich auch nicht. Sicherheitskräfte nehmen einen gerne fest und löschen alles was man aufgenommen hat. Auf allen Flügen, und sind sie noch so kurz, bekommt man eine (oftmals warme) Mahlzeit mit einem Getränk, einer Vor- und Nachspeise, welche in Qualität und Menge in der Economy Klasse in der Regel der Business auf Kurzstreckenflügen in Europa entspricht. Auch wird gerne Bier im Flugzeug ausgeschenkt, dieses ist aber wie der ganze Iran alkoholfrei.

Erstmals stellt ein Spielfilm den Geheimdienst der Islamischen Republik bloß, indem er die Morde an iranischen Schriftstellern und regimekritischen Politikern vor 15 Jahren thematisiert. Stefan Buchen stellt den neuen Film des Regisseurs Mohammed Rasoulof vor.

Es geht um Mord. Das ahnt man in der ersten Szene. Ein hagerer Mann mit Vollbart und Blut an den Fingern rennt zu einem Auto, in dem ein Mann mit Bauchansatz und Lederjacke wartet. Die Szenerie verheißt nichts Gutes: staubige Einsamkeit, im Hintergrund zeichnet sich ein baufälliges Gemäuer ab. Die beiden Männer rasen davon.

Am Anfang ist alles rätselhaft. Aus welchem Motiv und in wessen Auftrag die beiden Täter handeln und wer ihre Opfer sind, das begreift man erst allmählich im neuen Film des iranischen Regisseurs Mohammad Rasoulof, der bei den Kinofestspielen in Cannes diesen Freitag (24.5.) Weltpremiere hat.

Man hätte die beiden Männer für Mafiosi halten können, die vom Baron eines Verbrechersyndikats losgeschickt wurden. Aber sie sind Agenten des staatlichen Geheimdienstes. Sie verfolgen einen inneren Feind: Schriftsteller und Intellektuelle, denen Verrat am Staat und Verbindung zum äußeren Feind zur Last gelegt werden.

Beiläufig erfährt der Zuschauer, dass es ein “Scharia-Urteil” gibt, das dem Handeln der beiden Männer zu Grunde liegt. Aus ihrer eigenen Perspektive morden sie nicht, sondern führen legale Hinrichtungsbefehle aus.

Spiegel der Vergangenheit

Engagiert im Kampf für die Meinungsfreiheit und die Abschaffung der Zensur im Iran: Der renommierte persische Autor Hushang Golshiri war einer der Mitbegründer des iranischen Schriftstellerverbandes.Der Film “Manuscripts don’t burn” (“Dastneveshteha ne-misuzand”) greift eine zeitgeschichtliche Ereigniskette auf, die den Iran Ende der Neunziger Jahre erschütterte, aber heute in Vergessenheit geraten ist. In der Auseinandersetzung mit dem Schriftstellerverband, der als letzte Institution im autoritären Staat auf seiner politischen Unabhängigkeit beharrte und die uneingeschränkte Meinungsfreiheit einforderte, griff der Geheimdienst zu immer brutaleren Mitteln.

Einige Literaten wie Hushang Golshiri sperrte er ein, andere legte er um, wie den Dichter Mohammad Mokhtari und den Schriftsteller Mohammad Jafar Puyandeh. Das Politikerehepaar Parwaneh und Dariush Forouhar, das Kontakte in diese Szene hatte und sich geistig auf den früheren demokratischen Ministerpräsidenten Mosaddegh berief, wurde im Zuge der Mordserie im November 1998 in der eigenen Wohnung mit Dutzenden Messerstichen hingerichtet.

Keine dieser historischen Figuren wird in Rasoulofs Film exakt nachgezeichnet. Aber es wimmelt von Anspielungen auf das tatsächlich Geschehene. Im Zentrum der Geschichte steht die Erinnerung an das Attentat auf einen Bus, in dem 21 iranische Schriftsteller zu einem Kongress in Armenien unterwegs waren.

Während der Fahrt durch die Berge versucht der Fahrer, den Bus in den Abgrund zu stürzen. Er reißt das Steuer herum und springt hinaus. Aber das Attentat scheitert. Der Bus wird von einem Felsbrocken vor dem Sturz in die Tiefe bewahrt. Der Fahrer war ein Mitarbeiter des Geheimdienstes.

Diese Szene taucht nicht im Bild, sondern nur in den Erinnerungen der Charaktere auf. Sie ist der Resonanzraum, in den der ganze Film hineinruft. Der Schriftsteller Kasra hat das Attentat miterlebt und einen Augenzeugenbericht geschrieben. Weil er weiß, dass der Geheimdienst das Manuskript bei ihm finden und vernichten könnte, hat er Kopien bei Freunden versteckt.

Im Visier der Agenten

Der Geheimdienstagent Khosro war damals der Busfahrer. Jetzt hat er den Befehl, zusammen mit seinem Vorgesetzten sämtliche Besitzer des Manuskripts aufzuspüren und unschädlich zu machen. So soll die Veröffentlichung verhindert und die Erinnerung an das gescheiterte Bus-Attentat ausgelöscht werden.

“Das erste Mal in der iranischen Kinogeschichte stellt ein Film den Geheimdienst bloß”, meint der Literaturkritiker Faraj Sarkohi, der 1996 als einer der Wortführer einer Schriftsteller-Initiative gegen Zensur verhaftet und ein Jahr darauf in einem geheimen Verfahren zum Tode verurteilt wurde.”Noch nie hat es ein Regisseur gewagt, die Morde des Geheimdienstes zum Thema eines Spielfilms zu machen. Das erste Mal in der iranischen Kinogeschichte stellt ein Film den Geheimdienst bloß”, meint der Literaturkritiker Faraj Sarkohi. Er hat als einer der ersten die Endfassung des Films gesehen. “Aus der Sicht des Regimes ist das schwerwiegender, als wenn jemand schlecht über den Revolutionsführer redet.”

Tatsächlich saß Sarkohi damals in dem Bus, der beinahe in die Schlucht gestürzt wäre, und hatte einen Bericht darüber aufgeschrieben. Sarkohi überlebte nicht nur das Attentat auf den Bus, sondern auch Haft und extreme Folter in den Kerkern des Geheimdienstes. Er kam dank der Intervention von Menschenrechtsorganisationen und europäischen Regierungen frei und lebt heute in Frankfurt. Ihm und den Mordopfern setzt Rasoulofs Film ein Denkmal.

Dabei ist der Film keine Doku-Fiction. Er zerlegt die Realität und schafft sie neu, so wie es jede gute Kunst tun muss. Die Zeitebenen verschwimmen. Einerseits fühlt sich der Zuschauer in das Geschehen vor 15 Jahren zurückversetzt. Andererseits glaubt er sich in der Gegenwart, weil die Protagonisten im Film das Bus-Attentat vor 15 Jahren nicht erleben, sondern sich lediglich daran “erinnern”.

Auch die Diskussionen unter den Intellektuellen über den Sinn von Widerstand und substantieller Regimekritik im Zeitalter von Twitter und “Network-Generation” wecken Assoziationen zum Hier und Jetzt.

Teheran/Wien – Im Iran wurden die Sicherheitsvorkehrungen drei Wochen vor der elften Präsidentschaftswahl am 14. Juni deutlich verschärft. Nachdem von insgesamt 686 Bewerbern letztlich nur acht überwiegend konservative Kandidaten durch den Wächterrat approbiert wurden, hat der Oberste Geistliche Führer Ali Khamenei alle Hände voll zu tun, eine Erklärung für die umstrittene Entscheidung durch das Selektionsgremium vorzubereiten. Dabei muss Khamenei auch kundtun, ob er die Entscheidung des Wächterrates korrigieren wird oder nicht.

Rafsanjani darf nicht kandidieren

Geschockt ist das Land nicht nur, weil der Schützling des scheidenden Präsidenten Mahmoud Ahmadinejad, Esfandiar Rahim Mashaei, keine Zulassung erhielt, sondern eher, weil einer der Politveteranen der Islamischen Revolution, Ex-Präsident Ali Akbar Hashemi Rafsanjani, der Chef des über dem Wächterrat stehenden Expertenrat ist, ebenfalls abgelehnt wurde. Die acht approbierten sind Ex-Parlamentspräsident Gholam-Ali Haddad-Adel, Atomunterhändler Saeed Jalili, der Sekretär des Schlichtungsrates Mohsen Rezaei, Ex-Atomunterhändler Hassan Rohani, Ex-Vizepräsident Mohammad-Reza Aref, der Teheraner Bürgermeister Mohammad-Bagher Ghalibaf, Ex-Telekommunikationsminister Mohammad Gharazi und Ex-Außenminister Ali-Akbar Velayati.

Zusätzliche Kontrollposten

In der Hauptstadt Teheran wurden seit Dienstagabend, jenem Zeitpunkt, wo die Kandidaten bekannt gegeben worden waren, mehrere zusätzliche mobile Militär- und Kontrollposten installiert. Die Revolutionsgarden und die paramilitärischen Bassijmilizen sind laut Augenzeugenberichten omnipräsent. Die Botschaft an die Bevölkerung ist klar: Jeglicher Widerstand gegen das System, wie es ihn nach der umstrittenen Wiederwahl des scheidenden Präsidenten Mahmoud Ahmadinejad 2009 in Form von monatelangen Straßenprotesten gab, wird im Keim erstickt.

Warnungen vor “unüberlegten Schritten”

Zusätzlich zur personellen Aufstockung der Sicherheitskräfte in allen großen Städten des Landes strahlen die staatlichen Medien quasi im Stundentakt Warnungen an die Bevölkerung aus. Die Auswahl durch den Wächterrats, heißt es, sei zu respektieren und die Bürger sollten ja keine “unüberlegten Schritte” tun. Irans Justizchef Sadegh Larijani hat zudem angekündigt, dass die Sicherheitskräfte und die Justiz mit aller Härte gegen “Störenfriede aller Art” vorgehen würden.

Selbst der Wahlkampf der acht Kandidaten, der ab Samstag beginnt und bis 24 Stunden vor dem Urnengang andauert, wurde genau geregelt. TV-Duelle, die live ausgestrahlt werden, sind untersagt. Alle TV-Konfrontationen werden im Voraus aufgezeichnet. Die Kandidaten bekommen je 10 Stunden Sendezeit in den Medien, sechs im TV und vier im Radio, um ihr Programm zu präsentieren.

Die acht approbierten sind Ex-Parlamentspräsident Gholam-Ali Haddad-Adel, Atomunterhändler Saeed Jalili, der Sekretär des Schlichtungsrates Mohsen Rezaei, Ex-Atomunterhändler Hassan Rohani, Ex-Vizepräsident Mohammad-Reza Aref, der Teheraner Bürgermeister Mohammad-Bagher Ghalibaf, Ex-Telekommunikationsminister Mohammad Gharazi und Ex-Außenminister Ali-Akbar Velayati.

1- Dr. Shirin Ebadi
Under the pretext of taxing her Nobel Prize, the Iranian government seized the entire assets of Mrs Ebadi and sold them in an auction for a third of their value. The Iranian authorities also froze all her bank accounts and even confiscated her safety deposit box, which was registered in the bank under the name of her spouse, Mr Javad Tavassolian. In addition to Mrs Ebadi’s various awards and her family documents, the deposit box also held a few gold pieces belonging to their eldest daughter Negar. They continue to be in the possession of the authorities, who refuse to give them back. Mrs Ebadi’s husband, Javad Tavassolian, and her sister Nooshin Ebadi, were both arrested and imprisoned for almost a month. While in detention, Mrs Ebadi’s husband was forced to speak against her on state television, describing her as a spy for the United States and the West. The footage was broadcast on Iranian TV for two consecutive nights. Neither Dr. Ebadi’s husband nor her sister has ever been politically active; they were merely arrested in connection with Mrs Ebadi’s activities. Mrs Ebadi’s brother, Ja’far Ebadi, who is an economics professor, has also been frequently summoned by the Intelligence Ministry and asked to explain Mrs Ebadi’s activities. Dr. Ebadi’s family were asked to advise Mrs Ebadi to give up her activities. Dr. Ebadi was summoned to the revolutionary court on December 28, 2010. She did not attend the court due to the fact that she is not living in Iran.

2. Mr Mostafa’i's wife was in prison for a week because the authorities had not managed to arrest him. She was then released and left the country for Norway. Also the wife of Mr Soltani, who is a retired teacher and whose maiden name is Ms Masumeh Dehghan, was imprisoned for three days. According to Mr Soltani, his wife was imprisoned in order to pressurize him into giving up his activities.
3- Dr. Hadi Esmaeil Zadeh was dismissed from the University because of his involvement in human rights activities, and his membership in the Center for Defenders of Human Rights.
4-Mr. Mohammad Sharif was dismissed from University on April 5, 2011
5-Ms. Mahnaz Parakand was summoned to court. She has escaped from Iran and now she is in Norway.
6-Mr. Hoshang Poorbabaei was investigated several times by the security forces
7-Ms. Bahareh Davalo and Mr. Amir Raeisian were arrested for several hours.
8-Ms. Nsasim Ghanavi was investigated on January 15, 2011 by the revolutionary court and security forces.
9-Ms. Manijeh Mohammadi was integrated by security forces on July 27, 2009.
10- Ms. Shohreh Esfandyarpoor was summoned to court.
11- Mr. Majid Poorostad was banned from travelling on 25 July 2011 and interrogated on 23 August 2011.

Mohammad Heydari war schuldig gesprochen worden, dem israelischen Geheimdienst Mossad mehrere Sicherheits- und Nationalgeheimnisse verkauft zu haben, wie die Agentur AFP unter Verweis auf die iranische Staatsanwaltschaft meldete. Der zweite „Spion“, Koroush Ahmadi, war wegen einer Kooperation mit dem US-Nachrichtendienst CIA zum Tode durch den Strang verurteilt worden.
Vor dem Hintergrund des Atomstreits mit dem Westen berichten die iranischen Behörden sehr oft über die Enttarnung von ausländischen Agenten. Der Mullah-Staat steht bei der Weltgemeinschaft im Verdacht, unter dem Deckmantel seines Nuklearprogramms Atomwaffen zu entwickeln. Obwohl die Regierung in Teheran den zivilen Charakter ihrer Atomaktivitäten beteuert, hat der UN-Sicherheitsrat bereits mehrere Resolutionen mit Sanktionen verabschiedet.

Reportage: Die Wahl kümmert die Jugend des Landes kaum. Sie wollen mehr Freiheit – oder einfach fort.

Die Präsidentenwahl hin oder her, Politik interessiert Farough und seine Freunde einfach nicht mehr. „Ständig mischt sich diese Politik überall in mein Leben ein“, ärgert sich der 23-jährige Student: „Ich kann keine Party machen, keine Ausstellung, nichts, ohne dass ich mich hundert Mal anmelden muss und ständig kontrolliert werde.“ Doch das ist nur einer der Gründe, warum der angehende Bauingenieur an diesem Vormittag vor der deutschen Botschaft in Teheran Schlange steht. Er und seine Freunde – Physiker, Mathematiker, Informatiker sind darunter – wollen weg, und Deutschland ist derzeit das westliche Land, bei dem junge Iraner die besten Chancen auf ein Visum und einen Studienplatz haben.

No Future

Jeder dritte Junge aus dem Mullah-Staat spielt ernsthaft mit dem Gedanken, seine Heimat zu verlassen – und das in einer Gesellschaft, in der mehr als 60 Prozent unter 30 sind. Es sind die gut ausgebildeten, urbanen Iraner, die gehen, einfach, wie es Nariz, eine Englischlehrerin aus Isfahan, ganz simpel deutlich macht, „weil wir eine Zukunft haben wollen“.

Und die kann ihnen dieses Land immer weniger bieten. Die Sanktionen des Westens haben die chronische Wirtschaftskrise weiter verschärft. Die Jugendarbeitslosigkeit liegt offiziell bei 20 Prozent, die realistische Zahl ist weit darüber.

Mehr als 30 Jahre nach der Islamischen Revolution, sind bei den meisten die Träume von einer Reform des Mullah-Regimes verflogen. Dass ältere Iraner auf Hashemi Rafsandjani, den 76-jährigen millionenschweren Ayatollah, als Präsidenten setzen und von ihm mehr politische und gesellschaftliche Freiheiten erhoffen, darüber können viele Junge nur bitter scherzen. „Ein 76-jähriger schwerreicher Geistlicher. So einem wollte ich schon immer meine Sorgen anvertrauen“, will Saeed beim Plaudern in einem Teheraner Teehaus von derartigen Aussichten nichts wissen.

Kleines Stück Freiheit

Die Teehäuser, das ist ein kleines Stück alltäglicher Freiheit, das sich junge Iraner geschaffen haben. Hier trifft man sich zum Rauchen der Shisha, der Wasserpfeife, zum Teetrinken und einfach, um einmal locker und entspannt beieinanderzusitzen: Burschen und Mädchen gemeinsam.

Keine Alltäglichkeit in diesem Land, wo die Behörden das Zusammentreffen der Geschlechter überall mit Argwohn verfolgen. In den öffentlichen Parks, wo Pärchen die angenehme Frühlingssonne genießen, sind regelmäßig Polizisten oder Vertreter der Revolutionsgarden als Sittenwächter unterwegs.

Doch auch wenn die meist in Zivil auftreten, die Jugendlichen sind viel zu erfahren im Umgang mit dem Sitten-Diktat des Regimes, um nicht zu wissen, mit wem sie es da zu tun haben. Sobald die üblichen Verdächtigen durch den Park streifen, rücken die Pärchen ein Stück auseinander, werden die Kopftücher der Mädchen wieder ein paar Zentimeter tiefer in die Stirn gezogen.

Kleine Rebellion

Manche Jugendliche aber nehmen die Herausforderung inzwischen an. „Ich lass mir das Händchenhalten mit meiner Freundin nicht verbieten“, macht sich ein Parkbesucher in Isfahan stark: „Denen erzählen wir einfach, dass wir schon verlobt sind.“ Solche kleinen Rebellionen können allerdings auch übel ausgehen, immer wieder passiert es Mädchen, dass sie von den Sittenwächtern Prügel kassieren.

Doch im Allgemeinen hält sich Ahmadinejads Regime – bei aller radikalen Rhetorik – mit öffentlicher Gewalt zurück. Da versucht man lieber, mit neuen bürokratischen Hindernissen den Freiheitsdrang der Jugendlichen auszubremsen. In Städten wie Isfahan und Shiraz sperren die lokalen Behörden immer häufiger Teehäuser zu. Einen Vorwand, irgendeine vernachlässigte Vorschrift findet sich immer, um wieder einen dieser Treffpunkte stillzulegen.

Der Wächterrat erklärt es für unzulässig, dass Frauen Präsidenten werden. Ob Ex-Präsident Rafsanjani zur Wahl zugelassen wird, ist offen.

Im Iran haben sich 686 Personen als Kandidaten für die Präsidentschaftswahl am 14. Juni beworben – darunter auch 30 Frauen. Bis Dienstag wird der Wächterrat die endgültige Liste der Zugelassenen verkünden. Dass keine Frau darunter sein wird, gilt jetzt schon als sicher. So erklärte ein Mitglied des Rates am Freitag im Ö1-”Mittagsjournal“, Frauen sei es nicht erlaubt, Präsidentin des Iran zu werden.

The western media tells us that all Iranian conservatives think the same, but this is far from the reality. There is an immense diversity of opinion amongst pro-government Iranians, and these monthly reports analyse the disparity between conservative opinion blogs in the Islamic Republic of Iran.

1. 2013 Presidential Election

   This month, the most discussed topic amongst conservative bloggers was the presidential election slated for June of this year.

3. One of the most interesting topics that arose was whether elections are ‘free’. Leading Reformist politicians Mohammad Khatami and Ali Akbar Hashemi Rafsanjani stated that this presidential election would only be competitive if it was held “freely”. The Supreme Leader, Ayatollah Khamenei, refuted this call by claiming that all presidential elections under the Islamic Republic have been free, and stating that to emphasise ‘free elections’ in this specific case meant calling into question all previous elections.
4. Following on Ayatollah Khamenei’s reaction, his supporters began to denounce ‘free elections’ as the newest language of sedition. Seyed Mehdi Mirudoodi, on the blogNothing in a post entitled “A writing class on free elections!”, proposed a definition of ‘free elections’ from the conservatives’ point of view: “We must allow elections to happen. Afterwards, if our candidate got enough votes, then we say the election was free; if not, we announce that the election was not free!”
5. Another vibrant, elections-related discussion centred around who the potential candidates might be. Although less than five months away, there are still no confirmed candidates for the upcoming election. The writer of Anti Mosaicism, in a post that has since been deleted, argued that Gholam Ali Haddad Adel, the former chairman of the Iranian parliament, is supporting the candidacy of Mohammad Bagher Ghalibaf, the former chief of police and current mayor of Tehran.
6. The blog Mehr Javedan, in a post entitled “We shall tell the story”, predicted that Ahmadinejad would not, contrary to public opinion, support Esfandiar Rahim Mashai’s candidacy. The blog insisted that, instead, Ahmadinejad would support someone that “nobody knows but Mr Ahmadinejad”.
7. Perhaps in the most interesting conservative blog post this month, the blog Worryput forward an intricate analysis of the potential candidates. In the writer’s opinion, Mohammad Bagher Ghalibaf does not stand a chance due to “the extensive documentation of his, his wife’s, and his son’s corruption, which should soon be published”. The blogger also rebuffs the chances of the current chairman of the Iranian parliament, Ali Larijani, despite his “good reputation amongst the people”. Due to Larijani’s unclear position during the 2009 presidential election, the blogger posits that religious voters will not opt for him. According to Worry, none of the known potential candidates have a real chance to win the election and we will need to wait for a new person to enter the race.

8. The Iranian Economy

   Increasing prices, a high inflation rate over the past few months, and the removal of subsidies, have drastically affected Iran’s economic situation and people’s livelihoods. This was an important topic for conservative bloggers this month.

9. Gholamali Rajayi, on the blog Reed Player in post entitled “Are you here to increase the price of bread?”, objected to the rate of inflation under the Ahmadinejad government: “Along with the high rate of inflation brought on by Ahmadinejad and the lessening purchasing power due to excessive price deregulation, he tells people that he is executing justice! … According to a religious leader, Ahmadinejad should be grateful if he manages to pass these next few months without an incident.”

On the other hand, Siavash Aghajani, on the blog The Conservative Kids in a post entitled “Two important economic duties in this situation”, asked people to work with the government by consuming less foreign products and increasing consumption of domestic products. As oil exports have decreased, this would help the government save on the usage of foreign currencies.

11. 29 December 2012, Anniversary of Anti-Green Movement Demonstration

    December 29th marked the 3 year anniversary of the day that Ayatollah Khamenei’s and Mahmoud Ahmadinejad’s supporters demonstrated against the Green Movement that had swept the country. Unlike previous years, and for unknown reasons, conservative bloggers did not react as much to this anniversary.

13. The majority of posts related to this event reminisced about the 29 December 2009 demonstration and the bloggers’ support for the Islamic Republic. For instance, on the blog Habil, Meysam Ramezanali called the 29 December demonstration “the people’s purest revolutionary presence” on the streets. Furthermore, on the blog In the Era in a post entitled “We honour the 29th of December”, the writer puts forward that the “serious and clear slogans against Hashemi, Khatami, Mir Hossein and Karroubi” were the most significant aspects of that day; and goes on to mark December 29th as the day that separated current revolutionaries from previous revolutionaries.

14. Conclusion

    The most significant discussion this month centred around the Iranian presidential elections due to take place in June 2013. Many bloggers have been speculating about who would run and who had a chance of winning. Interestingly, the conflict between Bashar Assad and the Syrian opposition was one issue that was not discussed at all amongst conservative bloggers. This lack of attention to other events could be chalked up to the approaching elections and the severe economic problems engulfing the country.
